12.06.030 Additional tables and footnotes adopted.

A. 1. The determination of value or valuation under any of the provisions of this code shall be made by the plan checker. The valuation for new construction shall be based on a factor of one hundred dollars per square foot for standard quality construction and a factor of one hundred seventy dollars per square foot for high quality construction. The town may require the permit applicant to provide proof of the actual construction cost after the project is completed. If the actual cost exceeds the valuation used to determine permit and review fees, additional fees may be required. Valuation for purposes of determining a demolition permit fee shall be based upon the contract price or the fair market value of the demolition work, with a minimum fee as set forth in Section 3.32.010.
2. The fee for inspections for which no fee is specifically indicated shall be as set forth in Section 3.32.010. The fee for additional plan review required by changes, additions or revisions shall be as set forth in Section 3.32.010.
3. In addition to the above building permit fees, an operational fee shall be paid to the town for each building permit and each renewed building permit. The operational fee shall be as set forth in Section 3.32.010.
B. Appendix J of the 2003 International Building Code and all future amendments and revisions thereto, relating to excavation and grading, is amended as follows:
1. Subsection J103.2 item #2 is amended to read as follows: An excavation below finished grade for basements and footings of a building, retaining wall or other structure authorized by a valid building permit, unless a drainage review is required by the Building Official. This shall not exempt any fill made with the material from such excavation or exempt any excavation having an unsupported height greater than five feet (1524 mm) after the completion of such structure.
2. Subsection J103.1 Permits Required. The reference to the Building Official shall be substituted with a reference to the Town Engineer.
3. The Grading Plan Review Fee schedule shall be as set forth in Section 3.32.010.
4. The Grading Permit Fee schedule shall be as set forth in Section 3.32.010.
C. All references to the Board of Appeals shall be deemed to refer to the Hearing Examiner system of Chapter 2.56 of the Woodway Municipal Code. The Hearing Examiner shall have no authority relative to interpretation of the administrative provisions of this code nor shall the hearing examiner be empowered to waive requirements of this code. 1. Where there is no slab at bottom of wall as in a crawl space, maximum unbalanced backfill shall be thirty inches unless an alternate design is approved.
2. The floor diaphragm shall be completed before backfilling or the foundations wall sufficiently braced to prevent damage by the backfill.
3. This table is not intended to prevent temperature and shrinkage cracks. Reinforcing steel shall be placed within the inside half of the wall and not closer than three-fourths inch clear from the inside face of the wall. Concrete against earth shall be spaced a minimum of three inches from the soil.
4. Solid block first two joist spaces adjacent to anchor bolts where floor joists are parallel to the wall.
5. There shall be a minimum of two anchor bolts per foundation (sill) plate with one bolt located within twelve inches of each end of each foundation (sill) plate. Foundation plates and sills shall be the kind of wood specified in Section 2317.4.
6. Wall height is measured as the vertical distance from the top of the footing to the top of the concrete wall.
7. If the slab is eliminated, a special design is required regardless of the backfill height.
8. Minimum four-inch perforated footing drains are required at all footings. All roof drains must be tight-lined to a public drainage system or an approved on-site system through smooth nonperforated drain-line. The footing drains may connect into the roof drain-line downhill from the last roof drain connection and where the invert elevation of the roof drain-line is two inches lower than the invert of the footing drain. The roof drain-line size must be increased one pipe size where the footing drains connect into it.
C. Section 1923.10.3 of the 1997 Edition of the Uniform Building Code is hereby amended to read as follows:
Seismic Zones 2, 3 and 4. Structural plain concrete members are not permitted in buildings located in Seismic Zones 2, 3 and 4.
EXCEPTIONS:
1. Footings for buildings of Group R, Division 3 or Group U, Division I Occupancy constructed in accordance with Table 18-1-C and Table 18-1-E.
2. Nonstructural slabs supported directly on the ground or by approved structural systems.
D. Appendix Chapter 33 of the 1997 Uniform Building Code and all future amendments and revisions thereto, relating to excavation and grading is amended as follows:
1. Subsection 3306.2, Exempted work, is amended to read as follows: An excavation below finished grade for basements and footings of a building, retaining wall or other structure authorized by a valid building permit, unless a drainage review is required by the Building Official. This shall not exempt any fill made with the material from such excavation or exempt any excavation having an unsupported height greater than five feet (1524 mm) after the completion of such structure.
2. Subsection 3309.1, Grading Permit Requirements, is amended to read as follows:
All requests for grading permits shall be submitted to the Town Engineer for review and approval prior to issuance.
3. The Grading Plan Review Fee schedule shall be as set forth in Section 3.32.010.
